Meeting Minutes

0.0       Assembly:  6:30PM, conducted on Zoom

Hatch opened the meeting at 6:36PM.

 

1.0       Minutes: November 17th meeting and hearing – There were no changes requested, Crandall made a motion to approve as written, Kluk seconded the motion and all voted in favor.

 

2.0       New Business:

2.1       RV Park plan for East Washington Road – Kluk said that there is a Public Hearing (gotomeeting, online) tomorrow night. Kluk and Schwartz will attend the online hearing. Schwartz said we can email our comments to the Hillsboro planner also. Kluk said she went down and took pictures of the site and checked mileages. We discussed our concerns involving traffic, recreational offerings and environmental issues. We will send our comments to Kluk so we can get them together to present. Schwartz will send the information to Ed Thayer for his input.

 

3.0       Old Business:

3.1       PB Budget for 2021 – We discussed our budget again and finalized the amounts. Revane said he would justify our budget to the BoS, if needed. Hatch made a motion to send the budget as agreed to the BoS, Kluk seconded the motion and all voted in favor. Schwartz will send to Deb.

3.2       LUO review – Schwartz said that no comments were received on the proposed changes to the LUO after our Public Hearing last month. Kluk commented that we should separate the sections posted on the website to match what people will be voting on. Schwartz will take care of doing that. Hatch made a motion to move the LUO updates to a Town Meeting vote, Kluk seconded the motion and all voted in favor.

3.3       Town Center Vision project – We discussed the road/driveway configuration with Anthony Costello. He had a few suggestions to add to the plan. Schwartz suggested going with a one-way road on the Gibson line but everyone agreed to go with the wider two-way road. We asked Costello if he could work on contours and plans for the road as Ed Thayer had requested. He had sent us an overhead picture with elevation lines on it. He wants to donate his time but we have some money to pay him. We will work something out. Schwartz will arrange a meeting on site with Costello and Thayer to discuss needs for the project.

Schwartz asked if she should price out two ÒWelcome to WashingtonÓ signs and the Town Pound sign. She will talk to Bodner and Jager about the wording for that sign. Schwartz said that Chief Murdough has requested to buy 2 radar speed signs for north and south of town (one this year and one next year).

3.4       Old Schoolhouse project update – Revane said the heat would be hooked up in the next week or so. The electric will be hooked up before the end of the year and will include to the Church.

3.5       Master Plan – this is a placeholder.

3.6       ZBA Report – Hatch said the ZBA havenÕt met but have a December 2nd meeting (tomorrow night).

3.7       UVLSRPC – Hatch said that he is attending their bi-monthly meetings on Zoom. They sent him a request for a donation to the UVLSRPC Foundation, which they are creating.

3.8       CIP document – We reviewed the CIP document for 2021 and tweaked a few numbers. Kluk made a motion to approve it and pass on to the BoS, Schwartz seconded the motion and all voted in favor.

3.9       NH OSI - Overview of the 2019 – 2020 Municipal Land Use Regulation Survey Results – OSI is holding a webinar on December 9th, Wednesday, at noon to review the survey and talk about how it can be used. To register, e-mail Noah Hodgetts at noah.hodgetts@osi.nh.gov

 

4.0       Driveway Permits:

4.1       Dave Barkie, Valley Road, TM 15-16, driveway for new house, Ed checked and had no comments, Andrew was not able to get out to look at it yet but will go in the near future and will sign off on the permit if he doesnÕt see and problems with it.

           

5.0       Mergers: None

 

6.0       Communications: None

 

7.0      Meeting date for next Planning Board meeting – January 5, 2021, at 6:30 PM, we will meet by Zoom.
