Transfer
Station built 1997
Main garage built in 1998
Solar Panels
installed in 2011
Pellet Wood Boiler
installed in 2012
Main Garage and Outside Storage Areas:
1.
Large
white tank outside in back of Main Garage
is the magnesium chloride for dust control - no
changes needed.
2.
Need Main Garage
vehicle direct vent exhaust system in 3-5
years, can be easily retrofitted to garage doors.
3.
Need salt storage
system at DPW Main Garage outside storage area
when gravel pit is closed.
4.
Proposed cell tower location will interfere with outside
storage area and an alternate storage area will need to be coordinated with
cell tower installation.
5.
The ÒshortÓ
distance shooting range will not be impacted by current cell tower
location. ÒLongÓ distance range will be permanently closed but isnÕt currently
utilized.
6.
An
enclosed shed-roof addition off the north side
of the Main Garage is desirable for cold storage of equipment. Addition would have east/west facing
garage doors for drive-through capability and contain shelving against common
wall with existing garage.
7.
Main Garage is
out of storage space currently.
8.
Main
Garage would function as backup location for Emergency Operations Center. Copies of disaster planning
materials/maps are located in the directorÕs office. Communications infrastructure is very
good and includes radio base unit for newly reprogrammed narrow band radios.
One hundred watt radios reach Hillsboro.
Antennas stay the same and will be
installed on cell tower. Permanent
generator is installed. Main Garage facilities include sleeping loft with cots,
shower/toilet facilities and kitchen.
9.
Water
quality and pressure is very limited at Main Garage. Drinking water is purchased.
Transfer Station:
10.
The Transfer
Station would eventually benefit from a Òpost
and beamÓ (or traditional construction rough cut fully
enclosed) building for storage of miscellaneous recyclables (tires,
batteries, propane tanks, etc.) to replace box storage units and also store
operating equipment. Box units are not accessible by mechanized equipment/fork
lift to easily move/remove stored items.
11.
Transfer station
personnel are overloaded during summer time. One to two trips to Berlin/week in
summer and one/month in winter months.
Capable of taking two bins each trip.
Old Highway
Garage:
12.
Old Highway
garage is structurally sound, has no hazardous material issues, has a dug well
inside but no septic, and can be more useful in
future with some upgrades. Flat roof is 16 years old rolled rubber with no leaks. Wiring is
sub-par. Furnace is fully functional and can be
used upon decision to do so.
Storage trailer next to Old Highway Garage
contains more DPW equipment/tanks.
13.
Old
Highway Garage curtain drains can be easily dug and installed around building
foundation perimeter to solve moisture issues.
Gravel Pit:
14.
Gravel pit in
East Washington (on Sugar House road) is on
lots 9-32, 9-49, 9-35 which are owned by the town
and also on leased lot 9-55. Material on all lots will be depleted in 7-10
years. The
crusher and processing are on lot 9-35.
Emergency
Management Considerations:
15.
A plan is needed
for improvement to EOC area along with fire/rescue/police within an addition to
existing fire/rescue station – should work on a build plan grant (approx.
$20K for it).
16.
Grant approval
for installing permanent generator @ WES is pending.
17.
A full time
person (certified paramedic, fireman and EOC manager) should be considered.
Camp Morgan Lodge:
18.
A new grey and
black water system is installed and working at CML. Leach field is currently a lagoon across
Millen Pond road. An approved design for a new leach field located within
parking lot is in hand for 2016 installation. Still need an approved plan for
operation. Close out of existing lagoon is not defined.
